福建家用電梯安裝前的審批流程
家用(yong)(yong)(yong)電(dian)(dian)(dian)(dian)(dian)梯(ti)(ti)(ti)屬特種設(she)(she)(she)備,需(xu)要(yao)(yao)使(shi)(shi)用(yong)(yong)(yong)單(dan)位落實安(an)全(quan)(quan)管理(li)主體(ti)責(ze)任,保(bao)(bao)障電(dian)(dian)(dian)(dian)(dian)梯(ti)(ti)(ti)的(de)(de)(de)(de)安(an)全(quan)(quan)運行和及時有(you)效(xiao)的(de)(de)(de)(de)救援,如果沒有(you)物(wu)業(ye)公(gong)司或經合法成立的(de)(de)(de)(de)業(ye)主委(wei)員(yuan)會(hui)作(zuo)為使(shi)(shi)用(yong)(yong)(yong)單(dan)位的(de)(de)(de)(de),按照有(you)關規定,由電(dian)(dian)(dian)(dian)(dian)梯(ti)(ti)(ti)所有(you)權人(ren)(ren)(ren)通過(guo)書面協(xie)(xie)議確(que)定委(wei)托人(ren)(ren)(ren)或推(tui)薦人(ren)(ren)(ren),由委(wei)托人(ren)(ren)(ren)或推(tui)薦人(ren)(ren)(ren)憑書面協(xie)(xie)議以使(shi)(shi)用(yong)(yong)(yong)單(dan)位名義辦理(li)該電(dian)(dian)(dian)(dian)(dian)梯(ti)(ti)(ti)使(shi)(shi)用(yong)(yong)(yong)登記。使(shi)(shi)用(yong)(yong)(yong)單(dan)位要(yao)(yao)至少設(she)(she)(she)置一名取得(de)《特種設(she)(she)(she)備作(zuo)業(ye)人(ren)(ren)(ren)員(yuan)證》的(de)(de)(de)(de)電(dian)(dian)(dian)(dian)(dian)梯(ti)(ti)(ti)安(an)全(quan)(quan)管理(li)人(ren)(ren)(ren)員(yuan),承擔安(an)全(quan)(quan)管理(li)職責(ze)。增設(she)(she)(she)的(de)(de)(de)(de)住宅電(dian)(dian)(dian)(dian)(dian)梯(ti)(ti)(ti)要(yao)(yao)設(she)(she)(she)置采用(yong)(yong)(yong)對講系(xi)統(tong)的(de)(de)(de)(de)緊急(ji)報警裝(zhuang)(zhuang)置,使(shi)(shi)用(yong)(yong)(yong)單(dan)位要(yao)(yao)確(que)保(bao)(bao)電(dian)(dian)(dian)(dian)(dian)梯(ti)(ti)(ti)緊急(ji)報警裝(zhuang)(zhuang)置能(neng)與值班人(ren)(ren)(ren)員(yuan)及時有(you)效(xiao)聯系(xi)。為保(bao)(bao)障事故賠付能(neng)力,增設(she)(she)(she)電(dian)(dian)(dian)(dian)(dian)梯(ti)(ti)(ti)要(yao)(yao)投保(bao)(bao)電(dian)(dian)(dian)(dian)(dian)梯(ti)(ti)(ti)安(an)全(quan)(quan)責(ze)任保(bao)(bao)險。
在設(she)計和(he)施工時(shi),就要保障后期電梯使用的安全(quan),增(zeng)設(she)電梯的停靠層站盡量避(bi)免只(zhi)通(tong)往(wang)業(ye)主的進戶門廳或陽(yang)臺,能(neng)(neng)與安全(quan)通(tong)道(dao)連(lian)通(tong)。通(tong)往(wang)機(ji)房或設(she)備間的通(tong)道(dao)在任何情況(kuang)下都(dou)要能(neng)(neng)安全(quan)、暢通(tong)地使用。如果現場情況(kuang)無法滿足電梯維修、救援人(ren)員借助消防(fang)通(tong)道(dao)或樓(lou)道(dao)實施救援的,通(tong)道(dao)必須按(an)照相關標準規范要求(qiu)設(she)置(zhi)。電梯井(jing)道(dao)的設(she)置(zhi)要特別注意底(di)坑不能(neng)(neng)漏水(shui)(shui)或滲水(shui)(shui),底(di)坑、井(jing)道(dao)頂部空間、防(fang)水(shui)(shui)、玻(bo)璃井(jing)道(dao)外(wai)墻等符合(he)標準。
從住(zhu)戶、樓層(ceng)(ceng)和成本(ben)等因素考慮,建議一梯(ti)兩(liang)戶住(zhu)宅(zhai)樓配(pei)備630千(qian)克(ke)的電梯(ti),該(gai)類電梯(ti)允(yun)許(xu)(xu)運載一名坐輪椅的人加一名陪伴人員。一梯(ti)三戶或(huo)一梯(ti)四戶住(zhu)宅(zhai)樓,在條件允(yun)許(xu)(xu)下(xia),配(pei)備800千(qian)克(ke)或(huo)以(yi)上的電梯(ti)。樓層(ceng)(ceng)在7層(ceng)(ceng)及以(yi)下(xia),高度小(xiao)于(yu)或(huo)等于(yu)18米(mi)住(zhu)宅(zhai)樓,配(pei)備病床(chuang)電梯(ti)的額定速度不(bu)過1米(mi)秒。
